It wanted to disarm the Al Capones, Machine Gun Kelly’s, the Pretty Boy Floyds by making easily concealable firearms illegal— nothing that could be hidden under a trench coat.   But it knew the 2d Amendment didn’t allow them to do that directly, so it did it indirectly, using its acknowledged taxing power to make it prohibitively expensive to own one of the specified weapons or accessories.  As the article notes, $200 was a lot of money for Joe Schmo.  Additionally, the tax rolls were a de facto registry and failure to pay the tax fairly easy to prove.  

And basically, there things stood until until the end of the couple when crazies shooting up McDonalds brought the ban on scary-looking rifles.  Which started the litigation trail that lead to Bruen.  

Then as now, few proponents of bans were willing to note the correlation of de-institutionalizing the insane with mass shootings.  Or to consider what policies have incentivized using a pistol to prove manhood.]]></description>

They explicitly reject tougher prison sentences for nonviolent gun possession offenses, as well as oppose tougher prison sentences for illegal possession and trafficking. Why? Because of &#039;racial disparities&#039; and &#039;mass incarceration&#039; and a fear that such policies would &#039;harm people of color.&#039;
