PTR does own the trademark. Not sure who does the manufacturing. There are A LOT of contract DMLS manufacturers now.

PTR's VENT line also touts "innovative Purposely Induced Porosity" with similar foamy porous titanium inside. Is Dillon licensing it from PTR, or is PTR licensing it from Dillon, or are they both white-labeling cans from the same manufacturer?
