That particular platform provides respectable capacity (10+ cartridges?) and terminal ballistics in an extremely handy and maneuverable package. So, what you lose in the .357 Magnum chambering (in terms of terminal ballistics compared to .30-30 Winchester), you gain in “firepower” (almost twice the ammunition capacity).

I cannot begin to imagine why someone would manufacture a .357 Magnum lever gun with an extra short tube magazine.
