This is not happening, it’s not enforced so the Chi towners come up here to the “Land of Milk and Honey” (that’s what the Chi towners call MN) knowing they will not be held accountable. I know this because hundreds of them I have met while working for the DOC for 25 years have ALL said the same thing. I had a delightful Chi towner in my group whose “job” it was to steal baby formula. He said he’d go into a wallmart, get a cart and line it with aluminum foil, he said this kept the buzzers at the exit from reacting to his cargo. He said he and his cohorts then would sell the goods to “an Arab in Iowa”. I asked why did he do this when all he had to do was get a job and he said, “theys gots theys and i gots to gets mines.” true story
