In reply to Chris T in KY. No, he needs permission and a DC carry permit to carry it into the capital building. In their home state, maybe most times, and what ever courtesy they are given out of state, under LEOSA or state law. But this is DC, where its forbidden without a permit so LEOSA might have applied had it not been the capital building, and in the capital building its forbidden unless you are previously authorized in some sort of protection capacity and have a permit or are active law enforcement. So basically, he was just another private citizen at that point with no special privileges.
