3. Law overruled by local court.
4. Fed circuit court overrules local court and unconstitutional law remains on books for years.
Supreme Court overrules unconstitutional law.
5. State passes new unconstitutional law.
Rinse and Repeat. Every 3-5 years. Meantime citizens rights are nullified.

The Supreme Court has to find a way to stop the cycle.
