Hold your fire there pardner. The Order has 3 deadlines: 60, 120, and 180 days, and it applies different directives to different gov’t entities. It basically instructs federal regulators that they shall develop strategies and implement new policies that will steer the ship of State in a different direction. The “180-day clock” doesn’t apply directly to private bankers, but rather to their regulators. And technically, we’re only half way to the first deadline.

Now, I would argue that it’s in the best business interest of the bankers to adhere to the new (restored?) policy sooner rather than later, and they could do it in a day simply with the wide dissemination of a single memo, but their policy isn’t based on best business practices. It’s based on ideology, and the ideologues will drag their feet until the last possible second.
